Judy Kuschel is a Community Corrections Specialist with the Department of Corrections for 21 years, is in her second term as Council 28 vice president. She served as president of Vancouver Local 313, vice president of the Southwest Washington Labor Council and as Council 28 Secretary, 2011-2013.
Kuschel is a member of the Council 28 statewide Legislative & Political Action and Internal Organizing committee as well as a member of the AFSCME Corrections United Committee.
Kuschel chairs the Washington State Investment Board (and its Administrative Committee) representing active members of the Public Employees’ Retirement System.
