WASHINGTON FEDERATION OF STATE EMPLOYEES LOCAL 1221

 MEETING MINUTES FOR: 04/09/2024

LOCATION: 510 S. ELM ST. SPOKANE, WA.

 

 

Call to order: 6:11 pm

Officers

President Joseph Hancock

The moving of members between locals is still being addressed for all the locals involved. Joseph provided a copy of the travel policy and membership policy. The Membership Reimbursement policy for Lunch and Learns and other expenses was read to membership with copy provided. Brenda Martinson Asked for the policy be sent to Brianna.

 

Vice-President Anthony Perkins

Anthony has prepared document for the investments for WSECU which was signed tonight by the officers to initiate the investment process as approved by motion in March minutes.

 

Secretary Katherine Anderson

February and March meeting minutes were printed and distributed.

 

A motion was made to approve both February and March meeting minutes as written by William Kinyon. The Motion was Seconded by Joseph Perkins. The motion was approved and passed by unanimous vote of the members present.

 

Treasurer Jim Plourde

See attached Treasurers report.

 

A motion was made to approve the treasures report by Katherine Anderson. The motion was seconded by Jeff Martin. The motion was approved and passed by unanimous vote of the members present.

WFSE Staff Report:

Brenda Martinson brought new L1221 coversheets for use for bulletin boards. Katherine will get Brenda a screen shot of the ESD virtual site: e-bulletin boards and Brenda will get us more info on just who and what WFSE and east/west Council Rep is able to contractually add to that e-bulletin board.

 

DSHS shared leave notifications at VCMC – more to come, Brenda and Paul Overby (DSHS VCMC Administrator) have a conversation coming up and LA Thomas Wray is asking some follow up questions about notifications, not just for members in need of shared leave but also for job postings/transfer, etc.

 

Richard Link and Brenda Martinson are organizing some WFSE presence at the May Day event hosted by the Latinos En Spokane, if anyone is interested from L1221, please shoot me a text 509.904.1793 or email [email protected]

 

SIA trainings coming up on June 8th (virtual)

 

Old Business:

Llyn Doremus has been provided a copy of the key to the storage unit as a back up in case we need additional access.

St. Patrick’s Day Parade was a great success.

 

New Business:

May 1 2024, at the Clock tower in Spokane, promoted by Latina speak is a solidarity march to celebrate workers.

DSHS requesting shared leave, job openings, etc… info is not getting routed out to us through their worksite. VCMC (virtual case management center) is basically stating if it is not required that we share out, we are not going to. Joseph and our Reps. are working on this.

A motion was brought by Katherine Anderson to approve a resolution requesting support for repeal for the OFM Multi Agency Equity, Diversity, and Inclusion Policy as it is written when it comes up for renegotiation review on 06/01/2024 because it is in violation of the 1964 Civil Rights Act and the Equal Opportunity Act. The Motion was Seconded by William Kinyon. The Motion failed in a Vote of 7 for and 9 against.

 

Election Issue(s):

WSLC COPE Convention is Saturday May 18/2024, Those who were elected to attend are: Joseph Hancock Pres. Jeff Martin, Bill Kinyon, Jenine Holm, Katherine Anderson, Kelly Hopstad.  Jeff will send the registration which you must get in immediately. $220.00 per person paid by 1221. Send your registration copy of Jim so that he can pay the fee for all at one time.

 

AFSCME International 8/12-8/16 (elect in May or June) we are waiting for the delegate count.

 

Leadership Summit will be attended by Joseph Hancock, Anthony Perkins and Katherine Anderson on Friday, May 31st and Saturday, June 1st at the Sea-Tac Hilton located at 17620 International Blvd, Seattle, WA 98188. It was highly encouraged that all primary officers attend; however, but stated if someone cannot make it, you may designate a Board member, Trustee, or other officer as an alternate Jim Plourde will not be able to attend and Bill Kinyon as ESD E-Board Member was designated to take his place.

 

Legislative Issue(s):

WFSE Endorsements: 4/27 by invitation only at south Seattle community college on 04/27/2024 now by invitation only to be sent out 03/06/2024. This is expected to include one each for Local President, Secretary the Executive Board members and all active paid People members (meaning you presently donate to PEOPLE Fund) This is a same day fly over and back event. Breakfast at 9:00. The conference is from 10:00 am to 3:00 pm.

Joseph Hancock will need to assign Joseph Perkins and Larry Sims as Presidential Delegates.

People Delegates are Kelly Hopstad and Jeff Martin

 

Counsel 28 is a $5000. Sponsor and we have approval to send 3 people to attend the Cascade Conference event (Republican Party) to occur on 05/31/24 in Yakima WA, The Attendees are Jeff Martin, and Kelly Hopstad,

 

Shop Steward Issue(s):

Remember we Mentor Stewards are here for you if you need one on one time, or have any basic CBA, how to encourage new members, how to get involved with policy questions. WFSE has the following trainings scheduled for you. If you have a training, you want us to provide simply reach our we would be glad to provide it.

 

Grievances:

None pending at this time.

 

Organizing Committee:

Aminata Salisbury will be a group leader for the picnic committee. Link ad emails on 04/25/2024 at 6pm Joseph will set up a zoom link for committee to attend.

Endorses candidates in local elections 4/23/24 @ 5:30 At the Spokane Regional Labor Council hall at 510 S. ELM ST. SPOKANE, WA.

04/27/2024 Workers Memorial for fallen workers over the past year.

 

A Motion was made by Llyn Doremus to approve $34. for two (2) tee shirts to wear for those attending the Workers Memorial for fallen workers, Joseph Perkins increased motion to $40.00 so the attendees can choose shirts with pockets if desired. Jeff Martin seconded the amended motion. The motion was approved and passed by unanimous vote of the members present.

 

04/24-04/28 Rank and File training Emails were sent out sign up for training and learn about contact and union.
